I think I might have found the reason some of our government offices are so inefficient.
Note how the following letter from the Ministry of the Public Service was handled. The letter was written on March 16, 2007, it is "post marked" March 19, 2007 and was hand delivered on March 21, 2007 (or thereabout).
Remarkable efficiency, I'm sure you would agree.

Unfortunately the letter is soliciting donations for a singing comeptition among government ministries and corporations and had nothing to do with getting the job done.
This might shed some light on a possble reason why some of our government offices are so inefficient. They are spending time preparing and hand delivering letters like this rather than doing their jobs.
